CNES is responsible for the PICARD microsatellite development. It is also responsible for the satellite, the Control Ground Segment and the Scientific Mission Center development, and it manages the interfaces with the launcher.

Laboratoire Atmosphères, Milieux, Observation Spatiales (LATMOS - ex Service d'Aéronimie (SA)) of CNRS is responsible for the SODISM instrument development and the PGCU electronics as well as the associated scientific expertise center for SODISM.
The program is developed in cooperation with the Swiss Space Office which supports the PREMOS instrument development, the Belgian Science Policy which supports the SOVAP instrument and Science Mission Center development, as well as the European Space Agency, via its PRODEX program.
The French laboratories collaborating to PICARD are:
- Observatoire de la Côte d'Azur (OCA),
- Université de Nice,
- Institut d'Astrophysique Spatiale d'Orsay (IAS),
- DAPNIA (Département d'Astrophysique, de physique des Particules, de physique Nucléaire et Instrumentation Associée) department of CEA,
- Observatoire de Meudon and its department LESIA,
- and Laboratoire de Météorologie Dynamique (LMD).
The foreign laboratories which are responsible for scientific intruments are:
- World Radiation Center (WRC) (Switzerland) for PREMOS instrument,
- Institut Royal Météorologique de Belgique (IRMB) for SOVAP instrument, with the Belgium Royal Observatory for the BOS part.
The PICARD scientific team is also composed of members of the following institutes and organizations:
Yale University, Jet Propulsion Laboratory (JPL), Naval Research Laboratory (NRL), Barcelona University, Goddard Space Flight Center (GSFC) and the Indian Astrophysics Institute (IAI), High Altitude Observatory.
