The CNES is responsible for the DEMETER system development. It is the main contractor of the Technological Mission Center (T-MC) and of the technological payload.
 

The LPCE is the main contractor of the scientific payload and the development of the DEMETER Scientific Mission Center. It is also in charge of the development of the BANT electronic module and of the IMSC instrument.

Other French scientific laboratories participate in DEMETER: the CESR is responsible for the development of the IDP instrument, the CETP is responsible for the development of the IAP and ICE instruments, the US Nançay works on the analogical part of the BANT, the IPGP is a supplier of seismic data, as well as the LDG/CEA, IDF Sophia, LESIA laboratories.

During the DEMETER mission, the OPGC will realise ground experiments to mesure the electromagnetic field in selected regions such as the Corinth golf and on the Piton de la Fournaise volcano on the Reunion island. The comparisons with the mesures realised simultaneously by satellite will vastly help the understanding of the physical processes of the generation of those emissions.

In Europ, the ESTEC is responsible for the ISL instrument, in Poland the CBK laboratory contributes to the development of the BANT DC/DC module and the payload benchmark.

In Japan, an Electro-communication University laboratory is involved in the data scientific processing.
